Adriatik Llalla
Adriatik Llalla (born 9 October 1969) is an Albanian lawyer who was General Prosecutor of the Republic of Albania from 2012 to 2017. He has been Inspector General of the High Inspectorate of Declaration and Audit of Assets and Conflict of Interest (HIDAACI) from 2008 to 2012.

Family background and personal life
Born as Adriatik Llalla on 9 October 1969, in the village of Llalla in the province of Sulova, Gramsh, Albania where he was raisedin a middle-class family. He is the youngest of five children of Xhemal and Sanije Llalla. He grew up in family persecuted by the communist dictatorship. His father Xhemal Llalla (1920-2001) was an agronomist,[1] sentenced by the communist dictatorship in 1947 to life in prison suspect as a CIA agent seeking to overthrow communist rule.[2] [3] His grandfather Haxhi Llalla (1892-1932) was an intellectual engaged in learning the Albanian language in the Gramsh area and the patriotic movements supporter of Fan Noli's political ideas.[4] His mother Sanije Llalla (Xhika) (1923-2010) was from village Gostime, Elbasan. Her family of origin was also persecuted during the communist dictatorship, her father Bajram Xhika was killed without trial in 1945 with many well-know names of the Elbasan District as suspects who were working for the overthrow of communist regime that was settling in Albania, other family members were imprisoned and interned. Llalla's family moved to Tirana in 1994.
Mr. Adriatik Llalla since 1999 is married to Ardjana Llalla (Mema). Mrs. Llalla studied at the University of Tirana, Faculty of Medicine, Department of Dentistry. She works at the Health Insurance Found. Together they have three children, daughter Eni born in 1999, eldest son Adi born in 2002 and youngest son Richard born in 2016 in the US with Albanian and American citizenship.
Education and professional career
Mr. Adriatik Llalla in 1993 graduated from high school in Gramsh. He studied at the Faculty of Law, University of Tirana and in 1977 graduated in Law. During the years 2009-2011 he completed the studies "Second level Master" for criminal sciences at the Department of Criminal Law, Faculty of Law, University of Tirana. In 2012 he received the title "Advocate" at the National Chamber of Advocacy in Tirana. Mr. Llalla during the years 2014-2017 completed his doctoral studies "Doctorate in Criminal Sciences", at the Department of Criminal Law, Faculty of Law, University of Tirana. He has participated in many trainings of the School of Magistrates and author of several articles in various media such as declaration and audit of assets, conflict of interest and criminal field.[5]
Mr. Adriatik started his professional career in January 1998 as a Judicial Police Officer in the Lushnja District Prosecutor's Office. In January 1999 he was appointed Prosecutor in the Lushnja District Prosecutor's Office. In 2001 he was transferred to the Kavaja Prosecutor's Office. Mr. Adriatik Llalla in 2002 was appointed Head Prosecution of the Fier Judicial District. In 2005 he was appointed Deputy Chief Prosecutor of the Tirana Judicial District.
Mr. Llalla at the general meeting of prosecutors in 2007 was elected Chairman of the Council of Prosecution.
Mr. Adriatik Llalla has been voted twice in the Albanian Assembly with consensus of all politic forces. The Assembly of the Republic of Albania on October 9, 2008 approved the decree of the President of the Republic for the appointment of Mr. Adriatik Llalla Inspector General of the High Inspectorate of Declaration and Audit of Assets HIDAA.[6] Llalla took the initiative to change the law on the prevention of conflict of interest and strengthen the competencies of the institution of HIDAA in the implementation of this law by changing the name of the institution now in HIDAACI. [7]
Mr. Llalla on 4 May 2010, was elected Chairman of the Network of Integrity Experts, part of which are the institutions responsible for preventing conflicts of interest and declaration of assets for countries of South-Eastern Europe and several other European countries.[8] Mr. Llalla heads the High Inspectorate of Declaration and Audit of Assets and Conflict of Interest HIDAACI until December 2012.
The Assembly of Albania voted for the second time by consensus in the session of December 8, 2012 were it approved the decree of the President of the Republic for the appointment of Mr. Adriatik Llalla General Prosecutor of the Republic. [9] His term in charge of the prosecution institution ends in December 2017.
Mr. Adriatik Llalla on February 12, 2018 resigned from the Justice system.[10]
Debates with the US Ambassador in Tirana and the decision of the US State Department
Mr. Llalla from February 2017 onwards was involved in a public debate with the US Ambassador in Tirana Donald Lu regarding the process of the reforming the justice system in the country for interfering in investigative processes and corruption. [11][12] One year after the start of this public debate on February 14, 2018, the US State Department banned Adriatik Llalla and his family from entering the USA on the grounds that he was suspected of being involved in significant corruption.[13][14] The US State Department in response to the request of Albanian prosecution if in the USA there were investigations launched against Mr. Llalla or his family and if they had data on concrete cases of corruption who answered that: in the USA there are no investigations initiated against Mr. Llalla and his family We also do not have data concrete cases of corruption, but the decision of the State Department to ban the entry Mr. Llalla in the USA was taken on the basis of public opinion that he is involved in significant corruption. Mr. Adriatik Llalla is the first citizen in the world to be barred from entering the United States under this law.[15]
The prosecution investigations and the trial process
On March 14, 2018, the prosecution started investigations against Llalla for several serious criminal offenses such as;Corruption of judges and prosecutors, Laundering of proceeds of crime, Failure to declare money at the borders, Abuse of office.[16] Investigations were completed by Special Prosecution. In March 2020, prosecution accused Llalla of committing the criminal of "False declaration of assets". The accusation was based on suspicions that Llalla in the sale-purchase contracts before the notary had not reflected the real value of purchase of 2.2 hectares of agricultural land located in a village of Tirana and a apartment bought in Durrës.[17][18] On September 22, 2021, the Anti-Corruption Appellate Court sentenced Llalla for "False declaration os assets" with 2 years in prison, seizure of 2.2 hectars of agricultural land and apartment in Durres, as well as an exemption for five years in the exercise of public functions. [19]The courts rejected Llalla's requests for the suspension of the execution of sentence due to his serious health problems. The health condition has been very serious lately on September 9, 2021, Llalla left Albania for treatment abroad.[20] Llalla had never admitted the charges against him, stating that every action he took was legal and that the decision on his sentence had been taken before the investigation and trial began.[21]
