Ricardo Galvez

Ricardo P. Galvez (July 31, 1933 - November 2, 2005) was a Filipino lawyer who served as Solicitor General of the Philippines from 1998 to 2001 under President Joseph Estrada.[1][2]

Early life

Galvez was born in Nueva Valencia, Guimaras to Merchant Marine Captain Sisenando A. Galvez and Estrella Patiño.[3]

He attended Legarda Elementary School in Cavite, and the Dr. Alejandro Albert Elementary School in Dapitan, Sampaloc. For his high school education, he enrolled at the San Beda College in Manila, where he consistently made the honors list. In 1949, his family relocated to Iloilo City, where Galvez finished his high school at UP Iloilo in 1950. He graduated with an Associate in Arts degree in 1952.[3]

In 1956, he graduated from the University of the Philippines College of Law, where he was a member of Upsilon Sigma Phi[4] and passed the bar in the same year with a grade of 83.95%.[3]

Public service

In 1960, he was appointed Special Counsel in the Office of the City Fiscal of Iloilo City, which position he held until 1963.[3]

In 1967, he was appointed Assistant City Fiscal of Iloilo City; in 1969, as Third Assistant City Fiscal; in 1970, as First Assistant Provincial Fiscal. In 1971, he was appointed City Fiscal of Iloilo City, which position he held until January, 1983, when he was appointed Regional Trial Judge in Cagayan de Oro City.[3]

In January, 1989, he was appointed Regional Trial Court Judge in Roxas City, where he stayed until July, 1989, when he was appointed Regional Trial Judge in Iloilo City. He was the Executive Judge of the Regional Trial Court of Iloilo province in 1991 and 1992.[3]

On February 27, 1992, he was appointed to the Court of Appeals of the Philippines by then President Corazon Aquino.[3]

On July 1, 1998, he was appointed Solicitor General of the Philippines by President Joseph Estrada.[5][6] At the time of this appointment, Galvez was then Chairman of the 14th Division of the Court of Appeals. As Solicitor General, he argued successfully before the Supreme Court of the Philippines in several leading cases, such as the Oil Deregulation Law, the Philippines–United States Visiting Forces Agreement. He also filed the petition for the unauthorized rate hike against Meralco, which the Supreme Court decided in favor of the power utility firm’s consumers.[3]

He was a Bar Examiner in Criminal Law in 1996. He was a member of the Committee that drafted the 2000 Rules of Criminal Procedure.[3]
