Vugar Bayramov
Vugar Bayramov (Vüqar Bayramov in Azerbaijani) (born June 13, 1975 in Ashagi Guzlek village of Fuzuli District) is an economist and the member of the Parliament of the Republic of Azerbaijan.[1]

Biography
Vugar Bayramov was born on June 13, 1975, in the village of Ashagi Guzlak, Fuzuli region. He received his primary education at Ashagi Rafadinli village secondary school, part of his secondary education at Bunyad Sardarov secondary school of Fuzuli region, and another part of it at Baku City Physics and Mathematics School.
In 1992 he entered the Azerbaijan State University of Economics, and in 1997 he went to the post-graduate school of the same university. Vugar Bayramov participated in the education program in Canada in 2001 and continued his education at the Faculty of Economics of the University of Washington in the United States in 2002-2004. In 2004-2008, he participated in various educational programs at leading universities in the United States, Canada, and Europe. Vugar Bayramov received a PhD in economics in 2002 and defended his doctoral science degree on economics on March 19, 2018.[2]
Vugar Bayramov became the first Azerbaijani co-chair of the EU Eastern Partnership Civil Society Forum.[3] [4] He also served as the EU Eastern Partnership Civil Society Forum's Azerbaijani Coordinator. He was a member of the Steering Committee of the EU Eastern Partnership.[5] Vugar Bayramov was the first Azerbaijani to be elected as the group coordinator at the Eastern Partnership Civil Society Forum.[6] At the same time, he is the first Azerbaijani graduate of the " Austrian Leadership Programs".[7]
In 2010, the Royal Islamic Strategic Studies Centre (RISSC) in Jordan named Vugar Bayramov one of the world's 500 most influential Muslims.[8]
While studying in the United States, V. Bayramov also awarded a special diploma signed by world-renowned economist, Nobel laureate, Ronald Koase, for his new institutional economics research.[9] In the United States, he presented his findings to a wide audience at various international gatherings.
Bayramov is one of the co-authors of the strategic roadmaps prepared in 2016 and approved by the President of the Republic of Azerbaijan Ilham Aliyev. [10] [11] He is the main author of the "Strategic Roadmap for the development of affordable housing in Azerbaijan."[12]
Bayramov is also the founder and chairman of the Center for Economic and Social Development (CESD). [13]CESD, the first think tank in Azerbaijan, was ranked one of the most influential think tanks in 2018, according to "The 2018 Global Go To Think Tank Index (GGTTI)" published by the University of Pennsylvania. CESD was declared the strongest brain center in 10 Central Asian countries (the classification covers Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Turkmenistan, Afghanistan, and Mongolia).[14]
Bayramov speaks English, Russian, Turkish, and Azerbaijani.
Political activities
Vugar Bayramov was elected a deputy of the 6th convocation of the Parliament in the early parliamentary elections held on February 9, 2020, winning 71% of the votes in the 84th Fizuli constituency.[15] Vugar Bayramov is a member of the Committees on Economic policy, industry and entrepreneurship, and Labor and social policy.[16] [17]

Bayramov's papers have been published in several leading journals and newspapers in the world. He is very often invited to serve as a speaker in very prestigious global conferences. Many leading mass-media institutes including BBC, Izvestiya, Times, Voice of America and others have referenced Dr. Bayramov's comments and feedbacks on regional economic issues. Vugar Bayramov has been awarded with several medals by different countries governments. He was the first from Azerbaijan invited to attend the WTO 6th Ministerial Conference in Hong-Kong in 2005.
