Legislative Affairs Commission
The Legislative Affairs Commission (LAC) of the Standing Committee of the National People's Congress is one of the four commission of the Standing Committee (NPCSC) of the National People's Congress (NPC) of the People's Republic of China (PRC). It's responsible for drafting legislations, conducting constitutional review.[1] The Commission primarily consists of employed staff and advisors, who are often legal professionals, instead of elected deputies of the Congress. The Commission is considered as the invisible legislature of the NPC, as even though it has no power to approve or enforce laws, it drafts most of the laws presented to the Standing Committee or the Congress.[2]

The Legislative Affairs Commission is lead by a commissioner, several deputy commissioners and around over 200 staff.
Departments
The Commission consists of Administrative Office, Legislative Planning Department, Criminal Law Department, Civil Law Department, Economic Law Department, State Law Department, Administrative Law Department, Social Law Department, Regulations Filing and Review Department and Research Department.
