Restoration Council of Shan State
The Restoration Council of Shan State (Burmese: သျှမ်းပြည်ပြန်လည်ထူထောင်ရေးကောင်စီ; abbreviated RCSS) is a Shan political organisation in Shan State, Myanmar, founded in 1996 by Shan military leader Yawd Serk. Its armed wing, the Shan State Army - South (SSA-S).

The RCSS is reported to promote six policies: 1. To seek unity among ethnic people. 2. To fight for equality for the people of the Shan State. 3. To install democratic rights system. 4. To improve the living condition of the Shan people. 5. To fight against the narcotic drugs and human trafficker. 6. To restore peace and tranquility within the Shan state. Even though the RCSS adopted a strong policy on peaceful co-existence, it is constantly attacked by other ethnic armed groups. The Restoration Council of Shan State is reported to have signed Genveva Call's deed of commitment. Under the Deed of Commitment, RCSS/SSA pledges not only to protect all children from the effects of military operations and to make the best possible efforts to facilitate the provision of necessary humanitarian aid and care to all children in Shan State but also has committed to prohibiting the use of children in hostilities and to ensuring that children are not recruited by or forcibly associated with armed forces. General Yawd Serk, Chairman of the RCSS/SSA and Alain Délétroz, General Director of Geneva Call signed the Deed on the 26 November 2019 following final agreement on key implementation points.[1]
The RCSS/SSA troops are operational in all three areas of Shan State: Mong Ton and Mong Hsat township in the Eastern Shan State. Mong Pan, Mong Nai, Laikha, Kunhing, Lawksawk, Maukmai, Monggai, Mongdon and Nam Hsan in the Southern Shan State and Kyaukme and Hsipaw, Nam du and Nam Kham in the Northern Shan State.[2]
